On August 29, 2025, the ICC FraudNet released the ICC FraudNet Global Annual Report 2025. Ronghua (Andy) Liao, as a partner at Han Kun Law Offices and the sole China member of ICC FraudNet, was invited to contribute a featured report titled "Recovering Funds from Chinese Onshore Banks for Foreign Telecom-Fraud Victims" providing an in-depth exploration of the pathways and practical strategies for cross-border telecom fraud asset recovery.
In the report, Andy takes domestic Chinese banks as the starting point for asset recovery. Based on a detailed analysis of the fund flow patterns in cross-border telecom fraud, he systematically breaks down recovery strategies and legal tools applicable to three different stages: "funds not yet credited," "funds credited but not transferred," and "funds already transferred." Drawing on Han Kun's extensive practical experience in asset recovery, the report provides victims of international telecom and online fraud, as well as legal practitioners, with a clear roadmap of procedures and critical milestones for asset recovery under the legal framework of Chinese Mainland.
