Mr. Liu focuses on criminal defense, criminal compliance, resolution of civil and criminal disputes, and administrative penalty cases involving a combination of administrative and civil liability. Mr. Liu excels in handling criminal defense, criminal compliance, criminal prosecution, as well as cases involving the complex intersection between criminal and civil law, and criminal and administrative law. Throughout his career as a lawyer, he has successfully managed a substantial number of major and intricate criminal cases, including those related to corruption, bribery, illegal fundraising, contract fraud, securities and futures, smuggling, and intellectual property crimes, spanning various industries including real estate, finance, insurance, advertising and media, digital currencies, online gaming, cultural industries, organic chemicals, and the manufacturing of special equipment. In addition, Mr. Liu has also successfully handled several administrative penalty cases involving listed companies, financial institutions, and multinational corporations, as well as high-stakes financial disputes intersecting criminal and civil law.
Before joining Han Kun, Mr. Liu had nearly 30 years of experience in criminal law, including over 20 years of experience in economic criminal investigations, public prosecution and trial experience with courts and procuratorates in Shanghai and other different regions, handling a significant number of intricate, complex, and novel cases. Due to the outstanding performance, Mr. Liu was honored with the First-Class Individual Merit. Mr. Liu joined a well-known domestic law firm in 2016, where he served as a senior partner and the head of the Criminal Committee.
Mr. Liu has consistently prioritized the integration of legal practice with theoretical research. He has participated in the formulation of several crucial laws and regulations under the auspices of the Supreme People's Court, such as the Criminal Procedure Law and its Interpretations, Securities and Futures Crimes, the Exclusion of Illegally Obtained Evidence, etc. He has also published over 40 articles in well-known legal publications. His personal treatise "Research on Crimes in Private Financing" stands as the inaugural comprehensive study on the legal aspects of private financing within China.
Mr. Liu graduated from Peking University with a master's degree in Criminal Law and graduated from East China University of Political Science and Law with a doctorate in Criminal Law. Mr. Liu also serves as a part-time professor and postgraduate mentor at East China University of Political Science and Law and Shanghai University of Finance and Economics.
